Is the coordinator of a FP7 project responsible for the money spent in the project?

Each partner is responsible for the costs in the Form C and has to keep the documentation in its organisation (including the co-ordinator). But if a partner exceeds the amount of money he is allowed to spend it is the responsibility of the co-ordinator and the management board to monitor that.
